Artificial Intelligence Risk Management: International Approaches and Their Importance for Kazakhstan

Today, the development of artificial intelligence raises an important question for states: how can AI be developed without restricting innovation while simultaneously reducing potential risks?

Kazakhstan is actively forming its own system for regulating artificial intelligence. The Law of the Republic of Kazakhstan “On Artificial Intelligence” is in force in the country, and the declaration by the President of the Republic of Kazakhstan of 2026 as the Year of Digitalization and Artificial Intelligence demonstrates that AI development is being given strategic importance at the state level.

Global practice shows that important elements of artificial intelligence governance (AI Governance) are becoming:
— transparency of AI systems;
— corporate accountability;
— independent AI risk assessment.

Today, international approaches, including the practices of the European Union and the United States, proceed from the fact that government authorities must receive sufficient information about the most powerful AI models. This is necessary for timely risk assessment, the development of effective policy, and the protection of public interests.

In global practice, two main approaches are gradually being formed:
* transparency requirements — when companies disclose information about the safety and operating principles of AI systems;
* reporting requirements — when more detailed information is provided to government authorities for risk assessment and ensuring proper AI governance.

Such mechanisms are already being used:
— within the framework of the EU Artificial Intelligence Act (EU AI Act);
— in the legislation of individual U.S. states;
— in AI risk assessment and AI impact assessment systems.

At the same time, the international approach is based on balancing:
— public safety;
— the development of innovation;
— protection of commercial secrets;
— responsible implementation of AI.

The next stage in the development of AI Governance is the introduction of mechanisms for independent audit and assessment of AI systems’ compliance with internal safety and risk management requirements.

For Kazakhstan, this area is becoming especially relevant in the context of digital transformation and the development of a national AI regulation model.

In this regard, the following acquire particular importance:
* development of national AI governance mechanisms;
* creation of AI risk assessment methodologies;
* development of expert organizations for conducting independent AI research at the intersection of law and IT;
* implementation of trusted and responsible AI principles;
* development of AI transparency and risk assessment standards.

The “Pravion QZ” Association considers the development of artificial intelligence governance mechanisms as an important element of the safe, transparent, and lawful implementation of artificial intelligence technologies in Kazakhstan.
