Baglan Bekbauov is an expert in digital transformation of public administration with interdisciplinary experience at the intersection of information technology and law. Holds degrees in Information Technology and Law.
Professional activity spans the public sector, law enforcement system, and private technology projects. During his tenure at the Committee of the Prosecutor General’s Office, he led working groups on the development and implementation of state information systems, including the “Unified Register of Administrative Proceedings” and “e-Otinish”.
At National Information Technologies JSC, he participated in the development of eGovernment infrastructure and implementation of digital public services, contributing to the formation of Kazakhstan’s eGov architecture.
He served as Vice Minister of Agriculture of the Republic of Kazakhstan, overseeing digital transformation of the agro-industrial complex, implementation of monitoring and data analytics systems, and development of data-driven governance.
He also has experience managing IT projects and implementing digital platforms in the private sector.

Azamat Sabyrovich Makhanov
Graduated from the Academy of Financial Police in 2013 with a degree in Law. He began his professional career in 2013 within the financial police system, where he held operational and investigative positions.
From 2017 to 2021, he served in the Prosecutor’s Office of the Republic of Kazakhstan, holding positions of prosecutor and senior prosecutor in the prosecutor’s offices of the West Kazakhstan and Turkestan regions, as well as in the Committee on Legal Statistics and Special Records of the Prosecutor General’s Office of the Republic of Kazakhstan. During this period, he supervised the legality of criminal prosecution, ensured the protection of citizens’ rights and legality in the activities of law enforcement agencies, and developed competencies in legal data analysis and digitalization in law enforcement.
During his tenure at the Committee of the Prosecutor General’s Office, he participated in working groups on the development and implementation of state information systems “Electronic Criminal Case” and “e-Otinish.” He has experience working at the NJSC “State Corporation ‘Government for Citizens’” and LLP “City Investment Development Center ‘AstanaInvest’,” where he was involved in legal support of organizational activities, investment projects, and compliance matters.
He possesses extensive experience in law enforcement agencies, government institutions, and the quasi-public sector. His professional competencies include legal analysis, supervisory activities, support of investment projects, as well as compliance and regulatory matters.

Vasily Vasilievich Tsurankov
Vasily Vasilievich Tsurankov has over 30 years of experience in law enforcement agencies of the Republic of Kazakhstan. He has held senior positions in the прокуратура, State Investigative Committee, national security bodies, and tax (financial) police; including Head of the Main Investigative Directorate, Deputy Chairman of the Tax Police Committee of the Republic of Kazakhstan, and Head of the Investigative Department of the Agency of the Republic of Kazakhstan for Combating Economic and Corruption Crimes.
He also served as Advisor to the Chairman of the Board of the State Corporation “Government for Citizens” under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, and as Legal Advisor to the Chairman of the Board of SK “Pharmacy”.
During his professional career, he actively participated in legislative activities. He was a member of working groups for drafting the Tax, Labor, and Land Codes, as well as the Digital Code regulating the digital environment, artificial intelligence (AI), and cybersecurity, and laws on informatization, public services, and others.

Abishev Bakyt Shalkarovich
Graduated from the Faculty of Law of Kazakh State University, as well as the Russian Presidential Academy of National Economy and Public Administration.
Candidate of Legal Sciences.
Has over 40 years of experience in public service in the Republic of Kazakhstan, including more than 20 years in prosecutorial authorities.
Held senior positions, including: district prosecutor, head of the department for supervision of investigations of a regional prosecutor’s office, Deputy Chairman of the Committee of the General Prosecutor’s Office, Chairman of the Registration Service Committee of the Ministry of Justice, Chairman of the Committee for Public Service Centers and automation of public services, Chairman of the Transport Control Committee of the Ministry of Transport and Communications, Head of the Office of the Ministry of Justice.
Also served as advisor to the Chairman of the Supreme Court, head of the legal support department of the Supreme Court Office, head of the department of land cadastre and real estate rights registration, Ombudsman of the State Corporation “Government for Citizens” under the Ministry of Digital Development. While working in the Committee of the General Prosecutor’s Office, led working groups on the development and implementation of state information systems “Electronic Criminal Case” and “e-Otinish”.
At the Ministry of Justice, led working groups on the implementation of Public Service Centers (PSC) and digital identity systems. Participated in drafting the Code “On Marriage (Matrimony) and Family” and the Law “On State Registration of Rights to Immovable Property and Transactions”.
At the Supreme Court Office, led the working group on drafting the Law “On Mediation”. Specializes in AI Law, AI Governance systems, as well as legal responsibility, transparency and ethics in technology.

Mikhail Malakhov
Mikhail Malakhov is a public official and legal expert who contributed to the development of the judicial system of independent Kazakhstan.
Career He began his career in the judiciary, serving as a judge and holding senior positions in regional courts. More than 10 years — Judge and Deputy Chairman of the Akmola (Kokshetau) Regional Court. Chairman of the East Kazakhstan Regional Court.
Held the positions of Deputy Minister of Justice and Chairman of the Supreme Court of the Republic of Kazakhstan (the second Chairman of the Supreme Court of independent Kazakhstan). Graduated from Tomsk State University of Control Systems and Radioelectronics in 2006 with a degree in Computer-Aided Design Systems.
Received an MBA degree (General and Strategic Management) from Almaty Management University in 2012.
Graduated from Almaty Management University in 2024 with a degree in Finance. Started professional career in 2006 at a major IT company as a software developer.
From 2007 to 2015, worked in IT consulting, specializing in the implementation of enterprise solutions such as SAP ERP and Temenos systems. Managed projects for major financial institutions, oil companies, and distribution businesses.
From 2015 to 2017, supervised the implementation of the Open Government project in Kazakhstan. Worked with international organizations and government bodies of Kazakhstan. Together with the team, developed amendments to legislation related to Open Data and Open Government initiatives.
From 2018 to 2021, held an executive position at a telecommunications provider, overseeing business divisions and procurement in telecommunications, data centers, cloud services, and information security. From 2021 to 2023, worked at a financial institution as Managing Director for IT / Information Security. Was responsible for implementing the Digital Strategy.
From 2021 to 2025, focused on developing digital services for SMEs using AI technologies. AI assistants were designed to simplify and automate routine business tasks.
Since late 2025, has been one of the founders of a private project in the ICT sector.
